Pioneering Providers of ACARS Messaging It has been announced that the aviation regulator for India has issued a mandate for airline crew to be given training on the ACARS system, following the disappearance and issues surrounding flight MH370.

ACARS delivers and receives mission critical messaging throughout the flight, unless manually deactivated. These messages may include NOTAMs, OOOI, engine information and aircraft performance figures, including air speed, issues, position and weather reporting.

Currently, the only area where ACARS coverage is mandatory is within the North-Atlantic route.

Although some Indian airlines have incorporated ACARS into their aircraft, with the largest operator, IndiGo having used ACARS from their earliest flights, several airlines do not have ACARS capability. Murmurs around the aviation industry suggest that every flight should carry the latest that technology has to offer for mission critical messaging.

ACARS Messaging for Mission Critical TransmissionsA key question that has been on the lips of much of the public was how missing flight MH370 could still communicate with satellites, according to the latest Inmarsat information, when reports claim that the on-board ACARS system had been disabled?

The answer to this lies in the workings of the ACARS system itself. Aircraft Communications Addressing and Reporting System (ACARS) has been the industry standard data communications system since the 1970’s. Developed and introduced by ARINC Inc, ACARS gives a data link from air-to-ground, relaying critical information regarding the flight, aircraft systems and also gives the ground-based operators means to relay NOTAMs, weather data and in-flight messages to the flight deck.

If ACARS failed, or was manually disabled during the flight, how, then, did the satellite appear to receive information after this? ACARS carries satellite equipment outside the aircraft that cannot be tampered with while the plane is in flight. The internal workings of ACARS in the cockpit can be disabled with a simple manual action. This is possible because of the risk of electrical fire on the flight deck.
Although ACARS, once manually disconnected, will not relay information, the satellite equipment outside the aircraft will send and receive ‘pings’ or digital handshakes periodically to determine the status of the network.

It is these pings or handshakes that the satellite picked up. While the aircraft responded to these pings, it was clear that it had power, was likely intact and in flight, although this does not prove beyond doubt that it was not intact on the ground.

The search continues for flight MH370 and leaves many questions unanswered.

ARINC Direct Business Flight Support ServicesAs Rockwell Collins see the business aviation industry growing, it makes sense that after its acquisition of ARINC Inc was finalised late last year, that the business aviation division, ARINC Direct brands and Rockwell Collins applications would gel perfectly in the business flight support services sector.

Rockwell Collins formed the Information Management Services division in January, placing Jeff Sanderski in the senior vice president role. It is a worldwide operation with offices in London and Singapore in addition to the HQ in Annapolis and a further US office in Houston with a total of 2,200 employees.

Around 22% of the business for this division lies in business aviation – a figure that Mr Sanderski sees growing as more private jet aircraft continue to be fitted with Rockwell Collins/ARINC Direct applications, including air-ground voice and data, ground-ground networks and business flight support services.

capitol-place-1-964706-mThe U.S. Senate met this week to discuss a warning from the aerospace and aviation industry that the upcoming expected wave of retiring aviation professionals could damage the industry within the next five years if the Government does not help more young people to train and qualify for these jobs.

Although there are sponsored training courses springing up across the industry, fears that global competitors could steal the show are growing within the U.S. industry. Regulatory issues, the need for an updated infrastructure and workforce development were some of the topics that were raised at the meeting.

Edward Wytkind, president of the Transportation Trades Dept at AFL-CIO warned that the FAA will face similar staffing issues, “One third of the (FAA) workforce, including controllers, inspectors and systems specialists are eligible to retire. This is unsustainable and must be addressed because we believe it’s going to not only impact operations for the airline industry, but also the safety of the system as you see this brain drain of high-quality people retiring and we’re not hiring and replacing them fast enough,” he said.

Boeing’s Dennis Muilenburg told the Senate Subcommittee on Aviation operations, safety and security, “If we look at demographics of our workforce across Boeing and much of the aerospace industry, about 50 percent of our top engineers and mechanics will be eligible to retire over roughly the next five years.” Officials have added that encouraging schools to push science, math and technology-based subjects could help to create a new generation of engineers for the future, albeit even then, still putting pressure on the aviation industry jobs sector.

Muilenburg said, “We have about 4 million children entering kindergarten this year. At current rates, that would produce about 60,000 to 70,000 engineers at the end of college. That’s not even enough to satisfy the aerospace industry, let alone all sectors that need engineers.”

With the predicted rises in air traffic and passenger demand hitting new highs, the need is becoming more urgent for a skilled and experienced workforce in the coming years if the aviation industry is to cope.

Business Aviation Community Pays TributeThe passing of former president of the ICAO, Dr Assad Kotaite on 27th February has prompted a wave of tributes from the business aviation community as they mark the occasion with the respect that the 89-year old veteran of the industry richly earned in his career.

His life-long contribution to the industry began with the ICAO in 1953 as he joined the Legal Committee. He was a council representative of Lebanon twice, from 1956 to 1962 and again from 1965 until 1970, also holding positions as the chairman of the Air Transport Committee, chairman of the Working Group on ICAO Financial Regulations, second vice president of the ICAO Council and vice chairman of the ICAO Finance Committee.

Dr Kotaite held the position of ICAO secretary general for six years before being elected president in August 1976, where he remained until his retirement thirty years later. His 53-year long career with the ICAO earned him the title president emeritus and was last year awarded the 40th Edward Warner Award in honorary recognition of his contributions to international civil aviation.

The business aviation community paid tribute this week with Ray Rohr, IBAC director of regulatory affairs noting Dr Kotaite’s support of the modernisation of ICAO standards and said, “The original standards had received limited amendment since their implementation in 1969, and didn’t sufficiently address modern business aircraft operations. As a demonstration of his confidence in IBAC and the industry, Kotaite suggested to [then-IBAC Director General] Don Spruston that the industry take the lead to establish a committee and draft revisions for ICAO consideration. We assumed that ICAO would substantially rework our first draft through committee, but instead that draft was largely accepted and implementation was expedited.”

Former NBAA director of international operations, Bill Stine, commended Dr Kotaite’s work to ensure recognition of the International Business Aviation Council (IBAC) and said, “IBAC petitioned for official ICAO recognition less than a year after its founding in 1981. From the beginning, Kotaite recommended that IBAC participate in council panels and committees to demonstrate our commitment to serving civil aviation.”

Dr Kotaite will continue to influence the future of civil aviation, living on through the ICAO’s Assad Kotaite Graduate and Postdoctoral Fellowship fund, encouraging continuing education for the advancement of safety in developing countries.

Flight Support Services Providers for Business AviationDubai-based United Aviation Services (UAS) has opened a new facility in Johannesburg, South Africa, to be managed by the group’s new director of business development for Africa, Wynand Meyers. Meyers has a career history with Jeppesen, the subsidiary of Boeing that manages flight planning.

UAS’s plans will involve the opening of more offices across Africa, to provide flight planning and flight support services to the growing business aviation sector. Mr Meyers’ experience includes overseeing the ground-handling network for India, the Middle East and Africa with Jeppesen.

UAS will also be getting involved in the training and preparation of local employees and have set up a scholarship to encourage participation developing countries in addition to running the International Air Transport Association’s (IATA) ground handling management course. Business aviation is taking off in Africa and essential flight support services providers are wise to be setting the scene for future operations.

Airport Operations Solutions ProvidersRaytheon, global defence contractors and Passur Aerospace, specialising in predictive analytics and business intelligence have formed an alliance to bring an enhanced perspective to airport safety and efficiency, it has been announced. The partnership will integrate Passur’s predictive analytics decision support software with Raytheon’s air traffic management systems and will work in unison with the FAA’s NextGen Terminal Flight Data Manager programme.

It is hoped that the collaboration will produce and process enhanced flight data and transmit it to air traffic positions and tower control. The information will allow airport operators and airlines to function efficiently within a seamless air traffic system, thus streamlining operations. The system will roll out with a demonstration this month at the Communications for Safety conference.

Jim McCoy, VP of Raytheon ATS said, “We are using analytics to create useful information and get it to the air traffic managers and operators who make crucial decisions regarding air traffic flow at all stages of flight. Rapid access to better information enhances safety, efficiency, and the curb-to-curb travel experience.”

“Passengers and operators are rightfully demanding a more predictable air travel experience,” said Jim Barry, PASSUR president and CEO. “Through the Raytheon/PASSUR collaboration, we achieve this objective and bring enhanced reliability to everyone involved.”

Global Coverage with Ground-Stations Networks for AviationRussia plan to deploy a maximum of seven new ground-stations in foreign countries in a bid to improve satellite navigational capabilities with Glonass system monitoring by the end of 2014. The new ground-stations will join 46 that currently operate within Russian territory, three in Antarctica and one in Brazil.

The news was announced at the Security Technologies exhibition conference earlier this month and the focus, according to Vladimir Klimov, Glonass Association Executive Director, is to create a worldwide Glonass augmentation network.

In order for high-precision navigation and communications to operate seamlessly, it is critical that satellite networks can communicate globally with a series of ground-based stations or receivers. High frequency data link communications for example, can only be seamlessly effective if geostationary satellite transmissions can form a truly global network, including remote, Polar Regions and vast oceanic expanses. This is made possible by overlapping coverage zones with carefully placed ground-stations and high frequency receipt and transmission technology is installed within aircraft.

Other aviation HFDL providers include ARINC who successfully achieve global coverage utilising the Iridium and Inmarsat satellite networks.

Web-Based Operations Solutions for AirportsA new partnership has been announced for the aviation industry of Casper and Cirrus Environment (UK) who will work together on the much-debated subject of noise monitoring.

The web-based noise management solution is an effective tool, combining automated analysis and reporting functionality to bring a supported noise management system to airports of all sizes. Portable, semi-permanent and permanent units can be used within the cloud-based network giving flexibility over a wide range of applications.

Cloud-based and web-based operations management solutions give access to permission-supported users across the industry in all sectors. This can bring effective and streamlined integration for operators; from airports operations to passenger processing and maintenance management on the ground and in the air. A growing number of aviation industry sectors are turning to web-based solutions as demands increase for cost-effectivity, sharing capabilities and communications speed and capacity.

Innovative Solutions for Passenger ServicesGoogle Glass will appear at Heathrow Airport as Virgin Atlantic trial the technology for six weeks to assess improvements in passenger services, check-in and processing.

It is hoped that a touch of glamour will also appeal to the industry with the simultaneous trial of the Sony SmartWatch 2, with both technologies expected to benefit the provision of enhanced customer service.

The SmartWatch and Google Glass will be connected to Virgin’s passenger services system and to a concierge dispatch app, which will send passenger data to the glasses at the beginning of the check-in process.

The app technology will also collect and transmit passenger data, which is hoped will benefit the passenger in terms of enhanced experience. If the trial is successful, Virgin hopes to deploy the technology across their network.
