AviSec_Feature-01Zambia is getting ready to adapt its border control as a part of its program to target 17 Sustainable Development Goals (SDGs). The deployment of electronic border management will address four of these goals in Zambia’s preparations to include migration and human mobility.

Already launched last year, the e-VISA is an additional part of the program, aimed at implementing procedures to protect vulnerable migrants.

The introduction of electronic border management offers increased flexibility and efficiency, while maintaining key border security, protecting both the traveller and the country’s borders.

The latest border management systems include integration and support for evolving technologies and an additional layer of security for the advance screening of passengers and flight crew, with entry and exit management procedures streamlined to enable enhanced coordination of resources for airlines, airports, customs and immigration.

Passenger Screening at Airports - Solutions ProvidersLast week we saw a call from the U.S. and the U.K. to boost security in airports across the countries as the threat of Islamic radical activities raised its ugly head once more. This week we see France following suit with a boost in passenger screening at its airports. Those most likely affected will be Paris’ Charles de Gaulle and Heathrow in the U.K. receiving a combined average of 2.5 million passengers per day.

The enhanced passenger screening procedure may cause delays for travellers, but the consensus is that it is a greater priority to keep passengers, flight crew and aircraft safe from threat. Both French and British authorities have advised passengers to allow extra time to pass through the enhanced screening procedures.

It is not clear what is involved, but it is thought to be focussed upon footwear and electronic devices, such as mobile phones, tablets and computers. Earlier today, there were reports centred upon the use of mobile phones to carry complex explosive devices. Particular attention was being paid to those phones that are not fully charged, or at least able to be switched on with battery life remaining.

Other Innovations in Border Security ControlDubai World Trade Centre (DWTC) this month hosted Intersec 2014, with emaratech, the technology and management consulting company owned by the Investment Corporation of Dubai, taking centre stage with its innovative and forward looking border control solutions dubbed “Intelligent Travelling.” Thani Alzaffin, Director General and Board member of emaratech explained that the company had partnered with SRI to produce a suite of technologies, “demonstrating robust security screening and innovative border control solutions.”

IRIS on the move technology (IOM) offers the potential to deal with increasing passenger numbers; reducing both the time it takes to pass through border control and the solving the problems associated with attempting to identify passengers in a busy or limited environment.  Offering non-contact technology, the simple walk-through design of the IOM PassPort SL is able to capture both dual-iris and facial images, without a requirement for the passenger to stop.

Similar benefits can be readily applied to vehicle access points with the IOM PassThru™Drive-up Iris Recognition System, which can replace RFID cards, and can link drivers immediately to their known identity, with the added advantage of being able to record events. In fact emaratech believe the system will become increasingly popular for identification management in many high-traffic environments, including general transportation, employee access and public events.

Electronic Borders SolutionsIt has been announced that the UK Border Force have awarded a contract for the upgrade and installation of electronic borders solution – eGates – to Portugese company, Vision-Box. Vision-Box have previously installed 46 first generation eGates and will now deploy a further possible 180 new, second generation gates at airports across the country.

The second generation eGates are designed to make the most of limited space in today’s airports and in particular, immigration halls. The project will help to further enhance and streamline passenger processing, improving passenger experience and effectively increasing security aspects.

Gatwick airport is the first to announce completion of the installation of 15 new generation eGates.

Haroona Franklin, Director of Border Systems Strategy & Capability said that “this deployment will represent the biggest ePassport Gate project in Europe. The new gates will allow Border Force to improve the passenger experience while maintaining security at the border and enabling the effective deployment of our resources to areas of highest priority”

Electronic border technology is a fast-growing industry that maintains critical border security while enhancing and streamlining the process to provide greater productivity, improved efficiency and passenger experience.

Electronic Border Management Solutions ProvidersUnder the Capacity Building for Border Management (CBBM) project, Tanzania introduced a biometric e-border management system for residence permits, with an aim to capture biometric samples from the applicants, when registering their data in an electronic database.

The system is based at the Immigration Department Headquarters in Dar es Salaam and is customised to the specific needs of Tanzania.  The new system will increase the speed and efficiency of the entire process reducing instances of human error and will result in an automated, paperless application process.

Funded in a joint project by the EU and UN Tanzania, Japan International Co-operation Agency, Refugees and Migration (PRM), the US State Department’s Bureau for Population and Servico de Estrangeirose e Fronteiras (SEF) it is hoped that the electronic border management solution will improve border security and streamline operations within the two-year project.

The immigration departments of the participating countries have received extensive training during the project for migration and health, identity and data management, counter trafficking and security documentation, in addition to the training received during workshops on the concept of the One Stop Border Post (OSBP), electronic border management information system and on standard SOPs

The Principal Commissioner of Immigration Service said, “Tanzania immigration department has been waiting for a long time to have such a system, which will considerably improve our ability to deliver an efficient and fast service to our customers.”

The implementation of the electronic border management system is amongst the last aims of the CBBM project, which has been targeted towards the establishment of an efficient and secure borders information management system across the borders of Mozambique, Tanzania, Zambia and Malawi.

chi-speedy-passport-process-coming-to-midway-2-001Chicago Department of Aviation announced last week that Chicago Midway Airport will soon implement the same speedy passport process as O’Hare Airport did earlier this year.

The fully automated passport control is all about moving passengers quickly and safely through border clearance processes with the ability to enter information at a self-service kiosk.

This eliminates the filling in of paper customs declaration forms in the U.S., instead scanning passports and answering question on a touch screen.

Photographs are taken of each passenger at the kiosk and, once the verification questions and customs declaration are completed, then a receipt is printed to present to the customs officer.

The system is designed to speed up the entire process of passenger processing, not just in the US, but across the world too.

European countries, such as France are expanding the self-service idea, with many airlines utilising vMUSE and CUTE self-service systems, with many aviation companies placing a direct focus upon these emerging markets.  ARINC, for example have launched a French language site for their electronic and automated borders solutions.

electronic border managementChicago O’Hare International Airport officials have announced that they will be launching an Automated Passport Control Programme to help passengers take more control of their journey by using self-service kiosks to speed up the US border clearance procedure and streamline operations with electronic border management.

“This technology reinforces Chicago’s leading position as a world-class destination for business and leisure travellers while spurring economic growth and smartly improving our nation’s security,” said Mayor of Chicago, Rahm Emanuel.

The new procedure for electronic border management became operational in Terminal 5 at the beginning of July and is open for free use to all US passengers arriving at Chicago’s O’Hare.  During the first month, the average waiting time over peak periods has been reduced by 16 minutes or an impressive 33%.

The introduction of the electronic border management system means that US passengers can proceed directly to the self-service kiosks to input their information, rather than filling in the paper Customs forms.  They can scan their passports and answer standard questions electronically using the user-friendly, touch-screen interface.

Self-service kiosks are also used for check-in operations around the world and are saving airlines, airports and passengers time and ultimately money with streamlined passenger processing and increased operational efficiency.  Companies such as ARINC Inc, provide cost-effective solutions for global travel improvements.
